Harrison Rue leads development and implementation of transit-oriented development strategies around Honolulu’s 20 mile rail line, including catalytic project development, infrastructure investments, financial tools, updated codes and zoning, connectivity and rail access projects, placemaking and open space, and affordable housing policies.  Rue has developed integrated plans, programs, policies, training, and implementation strategies at the rural, urban, regional, statewide, and national level.  He created guidebooks, tools, training, performance measures and evaluation tools, and provided technical assistance for US DOT, HUD, EPA, and CDC.
